Node Request: Bullet Launcher Regen (Ranged Playstyle)#859

There are currently no nodes that enable a Shooter playstyle to use rockets more often. There is a node in the Dual Weapons tree, Ammunition Recycler, that provides this, but it is for a Melee build.

I have three proposals for nodes:
Nuclear Waste Recyler

- Description: A nuclear recombinator installed within each Bullet Launcher allows for the recycling of the byproduct into new fissile material.
- Effect: Gain 5% Bullet Launcher stock every 5 seconds. 

Fissile Waste Collection

- Description: Mechanisms added onto a M.A.S.S. unit allow it to collect void particles released on the defeat of enemies, transforming them into usable fissile material.
- Effect: On killing enemies with Shooter weapons, gain 10% Bullet Launcher ammo. 15% chance on activation when hitting a Boss. Effect can trigger once every 4 seconds. 

Nuclear Waste Recyler (Re-tuned for balance concerns. Reduces damage of bullet launchers and incidentally bullet shooters to reduce the increased damage from greater availability of bullet launchers, if that is a concern.)

- Description: A nuclear recombinator installed within each Bullet Launcher allows for the recycling of the byproduct into new fissile material.
- Effect: Piercing Damage -35%. Gain 5% Bullet Launcher stock every 5 seconds. 

I would recommend placing which node is chosen in the Heavy Load Frame tree, replacing the existing node Enemy Scanner III. I would remove Data Analyzer I and move the remaining nodes all down by one to make room for this new node.

I don’t believe this would overtune the Shooter playstyle, as the melee playstyle has the existing synergies of the aforementioned Ammunition Recycler in the Dual Wield tree, as well as Uninterrupted Support in the Siege Mech Frame tree and AI Assisted Aim in the Sentry Frame tree.

These synergies provide a total of 600 base damage increase as well as a total of +65% percentile increase to Launcher damage of both Bullet and Energy Launchers, while also providing them constant regeneration while tending to their playstyle.

The Shooter playstyle has nodes to regenerate Energy Launcher ammo:
Portable Charger I and II

- Gain 5% Energy Launcher stock every 5 seconds. 

But there are no nodes to regenerate Bullet Launcher ammo. Moreover, these Energy Launcher nodes have no downsides, and are available only at the endgame, as would match the suggested placement for the requested node.
